Admitted as a Barrister and Solicitor in 2009 Shannon returned home to Buller where she is now an owner Director of West Coast based law firm Connors Legal. With a passion and commitment for the region Shannon previously served six years as Trustee of the Buller Electric Power Trust, including time as Chair as well as serving time as an Independent Director for Buller Rugby Union. Shannon prides herself on understanding the region, the economic and geographical challenges and most importantly – the people.

Bruce D Gemmell | Director
As a former Managing Partner of EY and KPMG Christchurch at various times. Bruce has spent a career advising infrastructure companies.
His governance roles (either as a Director or Chair) include the Highlanders Rugby franchise, Orion NZ Limited, Central Plains Water Limited, Lincoln Agritech Limited, Lincoln University, Nexia Limited, Lumin PDF and Planz Consultants Limited.
Dean J Phibbs | Director
Dean is a qualified Chartered Accountant and has previously worked in senior accounting and executive roles. He is currently Finance Manager for the Buller Holdings Group and has held Director roles in not for profit organisations at a national level. This is his first director role in a commercial organisation. Dean is passionate about the importance of ensuring the success of local business in the Buller region.
Fraser Jonker | Director
Fraser Jonker joined the Board of Buller Electricity Group as a Director in September 2025. He also serves as a Director of MainPower, a position he has held since August 2018. At MainPower, he contributes as a member of both the Audit and Risk Committee and the Safety, Health, Wellbeing and Environment Committee.
Fraser retired as CEO of Pioneer Energy in 2025 after 15 years in the role. His career spans more than 30 years in the energy sector, beginning as an energy consultant in South Africa before moving to New Zealand. His expertise covers energy distribution, generation, and retail across New Zealand and Australia.
Fraser holds several other directorships, including Mt Cass Wind Farm Ltd, Greenpower NZ Ltd, The Lines Company (Independent Director), Dairy Creek GP Ltd, Invest South GP Ltd, Lochindorb Wind LP, Energia Potior Ltd, F&L Investments Ltd, and Jonker Estate Ltd, where he is also a shareholder.
Ashley Stuart | Director
Ashley grew up in Buller and has built her career in public service, working at the Treasury and the Ministry of Business, Innovation and Employment before being seconded to the Office of the Minister for Regional Development, where she advised four successive Ministers on regional investment and economic growth.
She is passionate about regional economic development for the West Coast and returned to work for the West Coast Regional Council as the Poutini Ngāi Tahu Partnership and Economic Development Manager to help the region grow and capitalise on emerging opportunities. Ashley brings strong governance, strategy and stakeholder engagement experience, with a deep understanding of the West Coast’s economic opportunities, environmental challenges, and community aspirations. She is committed to ensuring the long-term resilience and prosperity of the Buller region.
